Abilene ISD superintendent: New test a 'great, scary unknown'
The Abilene Independent School District's future academic success swings on a STAAR.
The State of Texas Assessments of Academic Readiness is set to replace the Texas Assessment of Knowledge and Skills, and even Heath Burns — AISD's superintendent — is open in calling the test a "great and scary unknown."
Texas Education Commissioner Robert Scott has said that the test will be twice as rigorous as TAKS. STAAR, like TAKS, will be based on state curriculum standards, said Debbie Ratcliffe, a spokeswoman for the Texas Education Agency.
The test will feature more questions at most grade levels and will test students on "material they learned that year," whereas TAKS' standards were required by law to test students over multiple years of material, Ratcliffe said.
"Most high school students will take 12 end-of-course exams, which will be similar to a final exam," she said. "For the first time, a score on a state test will be used to compute the course grade."
The EOC score will count for 15 percent of a course's grade, Ratcliffe said. And for the first time, the test — unlike TAKS — will be timed.
Students will have four hours to complete the STAAR, she said.
Texas schools will keep their current academic rating until 2013, following a year in which many districts saw declines in overall ratings and performance at individual schools.
Part of the reason test ratings declined statewide this year, Ratcliffe said, is because there were a number of changes made to the system to help schools prepare for the STAAR.
Nita Keesee, director of math and science for AISD, said that while she believes that it's vitally important to have a set of standards so that students get the same quality of education from district to district, she worried about a perceived lack of support from the state level in the transition.
"When we went to TAKS, it seemed that there was information coming from the state on how to prepare students, more information on what the test would be like so we could reassure teachers and students," she said. "This time, we're hearing quite a bit about the rigor but not seeing specific information that helps our teachers prepare.
